"The Participatory Impact Assessment" - (PIA)
The first overall objective of the Participatory Impact Assessment - (PIA) - Results and analyses is to to analyze data collected during the Participatory Impact Assessment of the Community Safety Action Teams (CSATs) Programme, to determine Kosovo-wide program impact of the public beneficaries' perception of the work done by the CSATs throughout Kosovo.
The specific objective of the PIA Study is:
- To examine and assess the actual (tangible) Impacts of the Work done by CSATs throughout Kosovo.
- To examine and assess the short-term and long-term impacts of CSAT's.
- To examine and assess the impacts of the program on specific institutions, networks and processes.
Research areas
The Participatory Impact Assessment (PIA) questionnaires and interviews exanime the public, the program implementers' and the beneficiaries' perceptions of traffic safety, environmental safety, trust and co-operation with the Kosovo Police Service, interethnic relationships, and personal impact of the programme.
The PIA questionnaires, interviews and documents also examine program implementation components, capacity building, the CSATs work done the overall program goals.
The PIA Stakeholders are:
- Progran donor ICITAP/OSCE
- Program Implementers The team
- Program Implementing Partners - CSATs
- Program beneficiaries - CSATs/Communities
- PIA Implementers project staff and interns.
There were 16 municipalities covered by the CSAT program, two new municipalities joined the program by the first half of 2007. The study implementation was designed based on the study phases (in the light of the Prishtina REA technical proposal).
