"Assessment of PAR Functional Reviews" - Bosnia & Herzegovina
FWC Commission: " Studies, assessments and presentations in the thematic fields covered by external aid, with the exception of trade, businesses and regional economic integration" No -2007/ 145150/1, has been awarded to Prishitna REA as member of the consortia (lead by Soges Consortium) by the European Commission, entitled to provide two International Independent Experts for the execution of the tasks and missions as specified in ToR's.
Description of the Assignment
Global objective
The global objective of the project is to contribute to a succesful implementation of the public administration reform (PAR) strategy in BiH, one of the key priorities of the European Partnership.
Specific objective(s)
Specific objectives of the project are to review and assess the state of play of previously EU-commissioned initiatives, their stage of implementation and suggest revisions and updates where needed. The objectives is to assist the European Commission to target its assistance to the public administration reform in BiH more closely, given the scarcity of the resources and the multitude of needs.
Required outputs
In line with chapter 2.3 of this docu,ent which provide elaborated detalis of the requested services, the following main outputs are expected to be devivered by this assistance:
- Assessment of the stage of implementation of different recommendations produced by functional reviews of public administration in BiH
- Recommendations on priority sectors to be tackled through assistance programmes from IPA 2008
- Institution building plan for the priority sector(s) that will be selected together with the EC Delegation and PARCO and that can be used as a model for remaining sectors of public administration in the country.
- Three project fiches for immediate EC IPA assistance to support the reform of the public administration, in line with the PAR Strategy of 2006 and stemming from the above assessments and analysis (format to be provided)
Prishtina REA has engaged two international experts as per ToR's specifications:
Expert 1. Cat 1 - 45 wd, and
Expert 2. Cat 2 - 50 wd
Period of implementation is Jan. - May 2008 and the place is Sarajevo - BiH. |
